Topic Title's Limit changed from 10-255 Charecters to 3-255 Charecters as i know it annoyed some people.

this does not mean you can spam midget topics like "lol" and "nub"

abuse of this will make me raise it higher or just back to 10.

Other small things to be added as i do them.
